Lead qualification · Germany
How does an AI agent qualify leads for a business in Germany?
It asks the questions you write into its prompt, in German, on the phone or on WhatsApp, then books a visit, schedules a callback or hands the lead to a person. Below are three conversations from Dresden, Munich and Hamburg, the questions that matter when buying and renovating in Germany, and the strict rules for following up a lead by phone.
Example 1 · Inbound call
Can the agent qualify a homeowner who rings about a rooftop solar system?
Yes. The caller owns a house, has an east-west roof and wants to know whether a battery is worth it. The agent asks the questions an installer needs before a visit and books a survey slot. The call is held in German and shown here in English.
- Name: Jens Albrecht
- Need: Rooftop solar with battery, house in Dresden-Klotzsche
- Owner: Yes
- Roof: Tiled, about 20 years, east-west
- Use: About 4,500 kWh a year, car next spring
- Timing: Before the end of the year
Example 2 · Outbound follow-up call
Can the agent follow up a parent who ticked "please call me" and accept a "not now"?
Yes. The parent filled in the school's form and ticked a separate box asking for a phone call about admission. The agent says who is calling and why, offers to stop, asks what the admission team needs and, when told the family decides in February, schedules a callback instead of pushing.
- Parent: Ms Hartmann
- Child: Grade 5, start next September
- Decision: After the half-year report, in February
- Consent: Ticked the box asking for a phone call on the form
- Contact: Phone, evenings
Example 3 · WhatsApp
Can the agent qualify a renovation quote request on WhatsApp?
Yes. The customer wrote first from the firm's website button, so the agent can reply in the open conversation. It asks about the flat, ownership, the landlord's consent and the date, then books a site visit. The chat is in German and shown here in English.
- Need: New bathroom, old building, Eimsbüttel
- Owner: Yes; owners' association not yet asked
- Floor: Second, no lift, built around 1910
- Budget: About 25,000 euros
- Start: Spring
Questions to ask
What should the agent ask a lead in Germany?
You write these into the agent's prompt, in your own words and in your customers' language.
| Question | Why it matters here |
|---|---|
| Do you own the property, and is there an owners' association (WEG) or a landlord who has to agree? | In Germany, work on a flat in a shared building can need the owners' association, and a tenant needs the landlord. Asking early avoids a site visit for a job that cannot go ahead. |
| Which postcode or district, and what kind of building? | Travel time decides what a Handwerksbetrieb can take on, and an old building (Altbau) is a different job from a new one. A lead outside your area should be told so early. |
| How large is the job, and what budget range do you have in mind? | A range is enough to band the lead. German customers often compare several offers, so the budget and the date tell you how quickly to move. |
| When do you want to start, and is there a fixed date such as the end of the year or the start of a school year? | Many trades have waiting lists of weeks or months, so a lead who needs work soon belongs at the top and one who plans for spring can be given a later visit. |
| Who else decides: a partner, the landlord, the property manager or the school board? | In German households and housing associations decisions are often shared. Knowing who decides tells you whether to book a visit now or send material first. |
| May we contact you by phone or WhatsApp about this, and when is best? | Advertising calls need prior express consent in Germany, so a separate, dated yes to a phone call or a message is part of the qualification, not an extra. |
Reading the outcome
Hot, warm or cold: what happens next.
The bands are the ones you describe in the prompt, then read off each call's outcome and transcript.
| Band | What it means | What you do next |
|---|---|---|
| Hot | Owner or authorised, budget and date fit, and they accepted a survey, visit or admission talk. | Confirm the slot by message, send the address, and brief the person who will meet them. The bands are what you write into the agent's prompt, not a built-in score. |
| Warm | Real interest but not ready: waiting for the owners' association, a school report, financing or a second offer. | Let the agent schedule the callback the lead chose, and send a short message with what you offer meanwhile. Do not call before the agreed date. |
| Cold | Outside your area or budget range, only browsing, or asked not to be contacted. | Close politely with the information they asked for, add anyone who objected to your do-not-contact list at once, and do not contact them again. |
The rules
What the rules say about following up a lead in Germany.
Consent, do-not-call lists, calling hours and recording are set by local law, and you are responsible for them.
Calling someone who filled in a web form
Section 7(2) no. 1 of the Unfair Competition Act (UWG) treats an advertising call to a consumer without their prior express consent, or to another market participant without at least their presumed consent, as an unreasonable nuisance in every case; no. 2 requires prior express consent for advertising with an automatic calling machine. Section 7a requires you to document a consumer's consent at the time it is given and keep the proof for five years from the consent and after each use, and the Bundesnetzagentur can fine an unlawful advertising call to a consumer up to 300,000 euros (section 20). The Bundesnetzagentur adds that consent is needed even for existing customers, can be withdrawn at any time, and counts in pre-printed terms only if it is clear which advertising and which company it covers; callers must show their number. A form with a separate, ticked box asking for a phone call is the strongest footing; keep the wording and the date. We could not verify whether a voice agent counts as an automatic calling machine, so plan on the stricter view. The product does not collect or check consent; it gives you a do-not-contact list you keep. Read the official text; not legal advice.
Following up on WhatsApp
Section 7(2) no. 2 UWG requires prior express consent for advertising by electronic mail, and the IHK guidance we read treats SMS and WhatsApp messages as covered by that term; section 7(3) has a narrow exception for e-mail to your own customers about similar products, with a clear way to object. We found no court ruling on WhatsApp specifically, so ask your adviser whether a given message counts as advertising. A lead who writes to you first can be answered in that conversation. Writing first to someone who only filled in a form is different: ask on the form whether they want WhatsApp, and outside the 24-hour window use an approved template. Read the official text; not legal advice.
Recording, hours and data
Section 201 of the Criminal Code punishes recording another person's non-public spoken word without authorisation with up to three years' imprisonment or a fine, so if you record, tell the person at the start and let them object. Recording is a per-agent switch, off by default, and the opening line is yours to write. The platform sets no calling window of its own; you set hours for each campaign on the called person's clock, and we found no statutory calling-hours rule in the texts we read, so ask your adviser. We support region deployments for enterprise customers. Calls are also processed partly in other countries under transfer safeguards. Read the official text; not legal advice.
Read on 25 October 2026. Read the official text; this is not legal advice.
Local notes
What is different in Germany.
- Languages: voice agents speak German, English in American, British, Australian, Indian and other accents, and Turkish, Polish, Russian and many more. We claim German, not a regional variety, so we make no promise about an Austrian or Swiss accent. Choose a formal "Sie" in the instructions unless your brand is deliberately informal.
- Channel: chat and WhatsApp replies run in 37 languages, German, English and Turkish among them. We found no reliable national figure for how many customers prefer WhatsApp for business, so ask your own customers which they like.
- Timing: set calling hours on the called person's clock. Early evening suits parents and homeowners who work, and Sundays and public holidays differ by federal state, so check the calendar of the state you call. These are customs, not legal rules.
- Numbers: use your own German number, imported from a Twilio, Telnyx or Plivo account you hold; we do not sell German numbers, and Telnyx needs Germany switched on for outbound calls.
