Lead qualification · United Arab Emirates
How an AI agent qualifies leads in the UAE: three real conversations
An AI agent qualifies a lead by asking the questions you write into its prompt, in the language the person prefers, and recording what it learns for your team. These three examples are an Arabic call to a school, a follow-up call to a company-setup enquiry, and an off-plan property chat on WhatsApp. They show the questions that matter in the UAE, and the telemarketing rules that shape when and how you may call.
Example 1 · Inbound call (Arabic)
Can the agent take a school admissions enquiry in Arabic?
Yes. The call runs in Arabic, shown here in English. The agent asks for the year group, curriculum, area and start date, confirms the school bus covers the family's neighbourhood, and books a campus tour.
- Parent: Mariam Al Hosani
- Child: Daughter, now in Year 4
- Curriculum: British
- Area: Al Barsha South; bus route covered
- Start: September 2027
- Language: Arabic
Example 2 · Outbound follow-up call
How does the agent follow up a form lead who is not ready to decide?
It identifies the company, asks whether the lead wants to continue, qualifies the activity, shareholders and visas, hears that the decision is after January, and schedules a callback instead of chasing. The call is placed at 10:40 am, inside the 9 am to 6 pm marketing-call window.
- Name: Rahul Iyer
- Activity: IT consulting
- Clients: India and Europe
- Shareholders and visas: One shareholder, one visa
- Timing: Decision after January; comparing options
- Follow-up: Callback, first week of January
Example 3 · WhatsApp
Can the agent qualify an overseas off-plan investor on WhatsApp?
Yes. It asks whether the buyer wants to live in or invest, how they will pay, what the budget is and when they decide, then books a video call with a broker across time zones. It replies in English; WhatsApp chat replies in Arabic are not available.
- Name: Daniel Okafor
- Purpose: Investment, rental income
- Based in: London
- Unit: 1-bedroom, Creek Harbour launch
- Budget: Up to AED 1.6 million, payment plan
- Next step: Broker video call, 19:00 Dubai time
Questions to ask
What should the agent ask a lead in United Arab Emirates?
You write these into the agent's prompt, in your own words and in your customers' language.
| Question | Why it matters here |
|---|---|
| Would you like to continue in Arabic or English? | The UAE is a multilingual market. Offering the choice in the greeting respects the caller and lets a voice agent speak Arabic. WhatsApp and web chat replies are in English or another supported written language, not Arabic. |
| Do you live in the UAE, or are you based abroad? | Residents and overseas buyers need different handling, from mortgages for property to visas for company setup and schooling. It also decides which time zone the callback must respect. |
| Which emirate and area? | Rules and regulators differ between Dubai, Abu Dhabi and Sharjah, and so do school catchments, clinics and bus routes. The area also tells you which branch or broker should take the lead. |
| What is your budget in dirhams, and will you pay in cash, by payment plan or with a mortgage? | Property, cars and school fees are often paid by instalments or financed. The answer separates ready buyers from browsers. |
| Does your employer pay an allowance, or are you the sole decision-maker? | Housing and school-fee allowances are common for expatriate employees, and a spouse or employer may decide. It tells you who needs to be on the next call. |
| Which free zone or mainland, and how many visas? | For company setup, the licence type and the number of visas drive the quote, the office requirement and the timeline. |
Reading the outcome
Hot, warm or cold: what happens next.
The bands are the ones you describe in the prompt, then read off each call's outcome and transcript.
| Band | What it means | What you do next |
|---|---|---|
| Hot | Clear purpose, budget stated, decision-maker identified and a slot accepted. Bands are what you write into the agent's prompt and read off the outcome; ThinnestAI has no built-in lead score. | A broker, adviser or admissions officer calls or meets them at the booked time, with the captured fields in front of them. |
| Warm | Interested, but waiting on a family decision, an allowance or a date. | Keep the scheduled callback and respect the retry limits that apply to marketing calls. |
| Cold | Comparing, not ready, or asked to stop. | Do not call back after a rejection. Put the number on your do-not-contact list. |
The rules
What the rules say about following up a lead in United Arab Emirates.
Consent, do-not-call lists, calling hours and recording are set by local law, and you are responsible for them.
Marketing calls: hours, the register and retries
Cabinet Resolution No. 56 of 2024 on telemarketing has been in force since 27 August 2024. As summarised by the law firm Clyde & Co and quoted from the resolution in other sources (read 25 October 2026; we could not open the official text), marketing calls are allowed only between 9:00 am and 6:00 pm; companies need prior approval from the TDRA; the TDRA manages the Do Not Call Register and companies may not call consumers on it for marketing; a company must not call again after a consumer rejects the offer; and an unanswered call may be retried no more than once a day and twice a week. Calls should use local numbers registered under the company's commercial licence. Read the official text; not legal advice.
What the product does and does not do
You set each campaign's calling hours and weekdays yourself, on the called person's clock, so set them inside 9 am to 6 pm. Anyone on your do-not-contact list is never called again, and someone who declines a call is not re-dialled. The product does not check the UAE's Do Not Call Register, collect consent, or obtain the TDRA approval for you. Open the call by naming the company and the reason, and offer to stop, as the example does. A companion Cabinet Resolution No. 57 of 2024 sets penalties; Clyde & Co reports fines starting at AED 50,000 for contacting a registered consumer.
WhatsApp and personal data
We found no published UAE rule written specifically for WhatsApp marketing messages, so ask your adviser. Meta's WhatsApp Business Messaging Policy (read 25 October 2026) requires opt-in permission from the recipient and respect for stop requests. The federal personal data law is Federal Decree-Law No. 45 of 2021; the DIFC and ADGM free zones have their own data protection laws. We have not verified a UAE rule on consent for call recording; recording is a per-agent switch that is off by default, so tell people if you switch it on.

Local notes
What is different in United Arab Emirates.
- Voice: Arabic and English are the main call languages, and the 50 voice languages include Hindi, Urdu, Tamil, Bengali, Filipino, Persian and Russian, which matter in a workforce and customer base this international. We claim Arabic as a language, not a Gulf dialect, and we do not offer switching between Arabic and English mid-call.
- Chat: WhatsApp and web chat replies run in 37 languages and Arabic is not one of them. Replies go out in English or another supported language, and approved templates can be written in Arabic.
- Channel: WhatsApp is the usual way UAE businesses and customers message each other, and portal leads often arrive there. We found no reliable national figure to quote.
- Timing: many businesses change their hours during Ramadan, and the working week is not the same everywhere, so set campaign weekdays and holidays deliberately. You import your own UAE number from Twilio, Telnyx or Plivo, subject to what your carrier can provide.
