Can AI Answer Calls for a Maltese Business if It Doesn't Speak Maltese?
Short answer: yes for calls in English, no for calls in Maltese. English is one of Malta's two official languages, and an AI phone agent can answer in English in a British, Irish, American or other accent, book appointments, take messages and pass calls to a person. Maltese voice is not supported, and neither are Maltese chat replies on WhatsApp or website chat. If a large share of your callers prefer Maltese, an AI agent will not serve them, and a person should.
Is English really a working language in Malta?
Yes. Article 5 of the Constitution of Malta makes Maltese the national language and says Maltese and English are the official languages, and that a person may address the administration in either (as quoted by the EU Agency for Fundamental Rights, read 25 October 2026). In business, English is the language of tourism, hospitality, iGaming and professional services, and of the many foreign residents and visitors who ring a hotel in Sliema, a dentist in St Julian's or a rental agency in Gozo. That is the part an AI agent can cover.
What can the agent do in English?
- Answer calls day and night with an English voice you choose from a library (British, Irish, American and more), filtering by accent, gender and age and listening before you pick.
- Book appointments or tables into a calendar connected through Cal.com, or into your own system through an API.
- Answer questions about hours, services, directions and house rules from your website and documents.
- Take a message or lead and write it into the call record, with a transcript and outcome for every call.
- Answer on WhatsApp too, in English, with one memory per customer matched by phone number.
- Pass the call to a person on Plivo and Telnyx numbers. An imported Twilio number answers and records but cannot transfer.
What can't it do?
| Need | Answer |
|---|---|
| Speak Maltese on a call | Not supported. Maltese is not in the list of 50 voice languages. |
| Reply in Maltese on WhatsApp or chat | Not supported. Maltese is not among the 37 chat languages. |
| Understand a caller who answers in Maltese | Do not rely on it. Set a rule to offer a person, and test. |
| Give you a +356 number | No. You connect a number from your own Twilio, Telnyx or Plivo account, or forward calls to one. Check with the carrier that it can provide or forward Maltese numbers. |
| Keep data in Malta or the EU | No. |
| Charge in euros | No. Billing is in US dollars by card. |
Many Maltese callers switch between Maltese and English in one sentence. We have no measured results for that, so if your callers do it, test with them before relying on an agent.
Which Maltese businesses is it a good fit for?
- Hotels, guesthouses and holiday rentals whose guests are mostly English-speaking: enquiries, arrival details and house rules at any hour.
- English-language schools, where students and parents enquire in English from abroad.
- Clinics and private practices that book appointments by phone; keep clinical questions with staff. See healthcare voice AI.
- Restaurants taking reservations; see restaurants voice AI.
- Property and letting agents with international enquiries; see real estate voice AI.
- Remote-gaming and professional-services firms that answer customers in English.
It is a poor fit for a business whose callers are mostly older Maltese speakers, or any service where calls must be answered in Maltese by law or by promise.
What do Maltese data rules ask of you?
Malta is in the EU, so the General Data Protection Regulation applies to a business here, and the supervisory authority is the Information and Data Protection Commissioner (IDPC). The UK is outside the EU, so check what your data-protection adviser requires for transfers before you put customer calls through any hosted agent. We make no claim that the product satisfies any law for you; you are responsible for your notice to callers, your lawful basis and your records.
For calls that promote something, the IDPC's guidance on electronic direct marketing says the Processing of Personal Data (Electronic Communications Sector) Regulations, S.L. 586.01, require prior consent for marketing by automatic calling machines, fax and email, with a narrow exception for existing customers; it adds that cold calling that involves human intervention is permissible if requests not to be contacted again are respected (IDPC page, read 25 October 2026). Whether an AI voice agent counts as an automatic calling system is a question for your adviser, so start with inbound calls. The platform does not screen numbers against any register; you keep your own do-not-contact list and set campaign hours. Read the official texts; this is not legal advice.
How do you start?
- Write down the ten questions your callers ask, and the calls that must go to a person.
- Connect a number from your own Twilio, Telnyx or Plivo account, or forward calls to one.
- Choose an English voice, load your website and documents, and write the greeting yourself, including whether the call is recorded (recording is a per-agent switch, off by default).
- Ring it from a phone, with a colleague who speaks Maltese, and read the transcripts.
