AI Customer Service in Dubai: Voice, WhatsApp and Arabic

Short answer: in Dubai, design AI customer service around two channels and two languages. On phone calls, the agent can speak Arabic and English and match the caller. On WhatsApp and website chat, the agent replies in English or another of 37 written languages, but not in Arabic today; Arabic customers on WhatsApp are best served by Arabic template messages for confirmations and reminders, and by your own staff taking over in the shared inbox. For outbound calls, the UAE's telemarketing rules set the hours and the do-not-call obligations.

Which language works on which channel?

ChannelArabicEnglishOther languages
Phone callsYes, the agent speaks ArabicYes, British or American accent48 more, including Hindi, Urdu, Persian, Filipino, Russian and French
WhatsApp agent repliesNot todayYes36 more written languages, including Hindi, Urdu, French and Russian
WhatsApp template messagesYes, written in Arabic with a right-to-left previewYesYes

Telling customers this plainly is better than letting an Arabic message go unanswered. The design below works with it.

How should a Dubai business set it up?

  1. Make the phone line bilingual. Set the agent to match the customer, write a short greeting in Arabic and English, and choose a voice that sounds right in both from the voice library.
  2. Make WhatsApp the self-service channel for English and other written languages. The agent answers questions, takes bookings through your connected tools and remembers each customer across WhatsApp, chat and phone by phone number.
  3. Use Arabic templates for the messages you start. Booking confirmations, reminders and updates can be written as approved Arabic templates, so Arabic-speaking customers receive them in their language.
  4. Plan who answers Arabic messages. Your team can take over any conversation from the shared inbox, and the agent stays quiet while they do. Decide who watches it and during which hours.
  5. Point Arabic speakers to the phone line in your WhatsApp profile and website, so they know the agent can speak with them in Arabic.

What are the UAE's rules on marketing calls?

The UAE tightened its telemarketing rules with Cabinet Resolution No. 56 of 2024, in force from 27 August 2024. As summarised by several UAE law firms (read 24 October 2026), marketing calls may only be made between 9am and 6pm, the caller must identify the company and the purpose of the call, and numbers on the Do Not Call Register must not be called. Penalties sit in a companion resolution. Read the official text, or ask your adviser, before you run campaigns.

The product helps with the mechanics: you set the campaign hours and weekdays yourself, on the called person's clock, so set them inside the legal hours, anyone on your do-not-contact list is never called again, and someone who declines a call is not re-dialled. It does not check the UAE's Do Not Call Register or collect consent. On WhatsApp, broadcasts go only to customers who opted in, and a customer who sends STOP is not messaged again.

What about customer data?

  • The federal personal data law (Federal Decree-Law No. 45 of 2021) covers most of the UAE. The DIFC and ADGM free zones have their own data protection laws. Health data has its own rules on storage.
  • ThinnestAI workspaces outside India are stored in the United Kingdom (London), with parts of each call processed in the EU and the US under UK transfer safeguards.
  • If your sector, free zone or contracts require data to be stored in the UAE, check with your adviser before you put customer records into any cloud agent. We do not store data in the UAE today.

More on this in where your AI agent's data should be stored.

Numbers and billing

Your number must be on your own Twilio, Telnyx or Plivo account; ask them which UAE numbers they can provide. We do not rent UAE numbers. Telnyx calls only the countries switched on in your outbound voice profile, so switch on the UAE there for outbound calls. International accounts are billed in US dollars, not dirhams, by card checkout; plans are on the pricing page.

When is this not the right fit?

  • If most of your customers write to you in Arabic and expect the agent to reply in Arabic on WhatsApp, the agent cannot do that today; you would rely on your team.
  • If you need a specific Gulf dialect, test the Arabic voices with your own customers before you commit. We make no dialect claims.
  • If you need UAE-stored data, we do not offer it.

Yes. Arabic is one of the 50 voice languages. Set the agent to match the customer and it answers in Arabic or English, in a voice you choose from the library.

Can the WhatsApp agent reply in Arabic?

Not today. Written replies cover 37 languages, and Arabic is not one of them. You can send approved WhatsApp template messages written in Arabic, and your team can take over Arabic conversations in the shared inbox.

What hours can I make marketing calls in the UAE?

Summaries of Cabinet Resolution No. 56 of 2024 give 9am to 6pm. Check the official text with your adviser and set your campaign hours inside that window.

No. Workspaces outside India are stored in the United Kingdom (London), with parts of each call processed in the EU and the US.

Can I get a UAE phone number from you?

+
No. Import a number on your own Twilio, Telnyx or Plivo account. Renting numbers from us is available in India only.
