How to Get the WhatsApp Business API in the UAE
Short answer: use a UAE number you own that is not on WhatsApp, sign up through a Meta partner's Embedded Signup, verify the number by text or call, and you can answer customers the same day. Verify your business with Meta using the legal name on your licence to raise your limits. Templates can be written in Arabic; with ThinnestAI, the AI agent's WhatsApp replies are not available in Arabic today, while its phone calls are.
Step 1: The number
Meta's number rules apply in every country: you must own it, it needs a country and area code, and it must receive a verification text or call. If the number is already on WhatsApp or the WhatsApp Business app, it must be deleted there first, which deletes its chats. Many Dubai businesses run their customer chats on a staff member's personal app today; moving to the API is a good moment to give the business its own number.
ThinnestAI does not sell UAE numbers. For phone calls handled by the AI agent, import a number you hold with Twilio, Telnyx or Plivo.
Step 2: Sign up and choose a display name
With Embedded Signup you log in with Facebook, choose or create your business portfolio and WhatsApp account, add and verify the number, and set a display name. ThinnestAI opens that window from its console. Meta reviews display names against its guidelines, so use the name customers know and make sure your website shows it.
Step 3: Verify your business
Every new portfolio starts at 250 people a day outside the customer service window, per Meta's messaging limits. Business verification is one way to reach 2,000. Enter the legal name exactly as it appears on your registration, and check the list of accepted documents Meta shows for the UAE in the verification screen. If you trade under a brand that differs from the licensed name, make sure your website links the two.
Step 4: Billing currency and rates
The United Arab Emirates is its own market on Meta's rate card, so messages to UAE numbers have their own rates per category. Messages to other Gulf countries are priced by each recipient's country: Saudi Arabia, Kuwait, Qatar and Oman are listed separately, and Bahrain falls in Meta's "Rest of Middle East" group. Meta offers UAE dirhams among its billing currencies; the currency is chosen when the account is created, per Meta's pricing page, so choose deliberately. Our fee is on the pricing page.
What about Arabic?
| What | Arabic? |
|---|---|
| WhatsApp template messages (reminders, confirmations, offers) | Yes, written in Arabic and sent as approved templates |
| The AI agent's free-form WhatsApp replies | Not today. Chat replies cover 37 languages, and Arabic is not one of them |
| The AI agent on phone calls | Yes. Voice agents speak 50 languages, Arabic included |
So a common UAE setup is English chat on WhatsApp, Arabic and English templates for reminders, and a phone line the agent answers in Arabic or English. If your customers write mostly in Arabic, route those chats to an Arabic-speaking teammate in the shared inbox.
Step 5: Templates and opt-in
Outside a 24-hour customer service window you can only send approved templates, and Meta's business messaging policy requires opt-in and respecting every request to stop. UAE law on personal data and marketing also applies; take advice, as you are responsible for meeting it. The product gives you tools such as recorded opt-in, STOP handling and a do-not-contact list you keep.
What should you set up in the first week?
- A click-to-chat link on your website, your Google Business Profile and your Instagram bio, so customers can open a chat with your new number in one tap.
- Two or three utility templates in Arabic and English: a booking or order confirmation, a reminder, and a "we have received your request" message.
- Handover rules: complaints, payment questions and chats written in Arabic go to a named teammate in the shared inbox.
- If you run click-to-WhatsApp ads, note Meta's free entry point: when you reply to someone who came from the ad, Meta does not charge your messages in that window for up to seven days.
Where is the data stored?
ThinnestAI workspaces outside India are stored in London. If you handle health or financial information, check the UAE's rules on where that data may be kept before you put it into any agent.
What you need to start
Your own number, a Facebook login with access to your business portfolio, your licence details and a card for Meta's charges. See the UAE page, how clinics and salons take bookings on WhatsApp, and answering customers in Arabic and English.
