How to Get the WhatsApp Business API in the US

Short answer: sign up through a Meta partner's Embedded Signup with a US number you own that is not on WhatsApp, verify it by text or call, and you can answer customers the same day. Then verify your business with Meta to raise your limits. Before you plan campaigns, know that Meta says it does not currently deliver marketing template messages to WhatsApp users with US phone numbers, so a US plan is built on customers messaging you first and on utility messages such as order and appointment updates.

The US restriction everyone should know first

Meta's per-user marketing limits page says, as read on 24 October 2026: "WhatsApp does not currently deliver marketing template messages to WhatsApp users with United States phone numbers." Attempting it returns an error. The rule is about the recipient's number, so it applies to any business messaging a +1 US number, wherever that business is based.

What still works, by Meta's rules:

  • Replies inside the customer service window. When a customer messages or calls you, a 24-hour window opens and you can reply freely.
  • Utility templates. Order confirmations, shipping updates, appointment reminders: messages triggered by something the customer did or asked for.
  • Conversations customers start. Click-to-chat links on your website, emails, packaging and receipts, and click-to-WhatsApp ads.

Do not try to pass marketing off as utility. Meta's categorisation rules say a template mixing an update with a promotion is marketing, and Meta re-categorises approved templates that break the rules.

Step 1: Choose the number

Meta's number rules: you must own it, it needs a country and area code (no short codes), and it must receive a verification text or call. A number already on WhatsApp must be deleted from WhatsApp first. A toll-free number usually sits behind a phone menu; Meta supports those only if the verification call reaches a person.

For phone calls, the same AI agent can answer a US number you import from Twilio, Telnyx or Plivo. ThinnestAI does not sell US numbers.

Step 2: Sign up

In Embedded Signup you log in with Facebook, select or create a business portfolio and WhatsApp account, add and verify the number, and set a display name. In ThinnestAI the window opens from the console, and the number answers once it is verified.

Step 3: Verify your business

New portfolios can message 250 people a day outside the customer service window. Business verification is one route to 2,000 under Meta's messaging limits. Use your legal entity name exactly as registered, with documents Meta lists for the US in the verification screen.

Step 4: Payment and pricing

Meta charges per delivered message. US and Canadian numbers share one market, which Meta calls North America, on its rate card. Meta bills the payment method on your Meta account, and US dollars is one of its billing currencies. Our platform fee is separate and on the pricing page.

How do US businesses get customers to message first?

  1. Put a click-to-chat link everywhere a customer already looks: your contact page, order confirmation emails, receipts, Google Business Profile and packaging.
  2. Answer fast. A customer who gets a useful reply in the chat comes back to it. An AI agent can answer from your own information at any hour and pass complex cases to your team.
  3. Use utility templates for what the customer expects: confirmations, reminders and delivery updates, with consent.
  4. Collect opt-in now with your business name and the kinds of messages you will send. If Meta changes the US rule, you will have an audience ready.

Which US rules apply?

Meta requires opt-in that names your business and honours every request to stop. US federal and state rules on marketing messages and calls, such as the TCPA, may also apply to you; take advice. You are responsible for meeting them. The product gives you tools such as recorded opt-in, STOP handling and a do-not-contact list you keep. For outbound phone campaigns you set calling hours per campaign, on the called person's clock.

Where ThinnestAI fits, and where it does not

If your US plan is mostly marketing blasts, WhatsApp is not the channel today, whoever your provider is. If it is answering customers who write to you, and sending order and booking updates, ThinnestAI runs that with one AI agent across WhatsApp, website chat and phone calls, with a shared inbox for your team. Data for international workspaces is stored in London.

FAQ

Frequently Asked Questions

Can I send WhatsApp marketing messages to US customers?

+
Not as templates at the moment. Meta's documentation says WhatsApp does not currently deliver marketing template messages to users with US phone numbers. Replies within the 24-hour window and utility templates still work.

Does the US restriction apply if my business is outside the US?

+
Yes. It is based on the recipient's phone number, so any business messaging a US +1 number is affected.

Can I use a toll-free number?

+
Possibly. Meta supports numbers behind a phone menu only if the verification call can reach a person. A direct mobile or landline is simpler.

Do I need an EIN to verify my business?

+
Meta asks for your legal business name and documents that prove it, and lists the accepted documents for your country in the verification screen. Check that list rather than assuming one document.

Can you provide a US WhatsApp number?

+
No. Use a number you own. For voice calls you can import a US number from your own Twilio, Telnyx or Plivo account.
