White Label
White-Label WhatsApp Business API: How Do Agencies Resell WhatsApp?
Short answer: an agency resells WhatsApp by giving clients the official WhatsApp Business API, plus an AI agent, a shared inbox and campaign tools, through a platform that carries the agency's brand, domain and prices. Each client connects its own WhatsApp number and business account through Meta's sign-up flow, Meta reviews its message templates, and the client pays the agency's price. API access itself is widely available; what an agency really sells is what it builds on top.
What exactly are you reselling?
Meta owns the WhatsApp Business Platform and decides who may send what. Businesses reach it through partners, and a white-label platform lets you be the name the client deals with. In practice your client is paying for three things:
- Access: their number on the API, so software can send and receive messages.
- Answers: an AI agent that replies from their own information, and a team inbox for the conversations a person should take.
- Outreach: approved templates, broadcasts and follow-up sequences to people who opted in.
Access alone is a thin service to sell. The agent, the templates that get approved first time and the campaigns that do not get the number flagged are where an agency earns its fee.
How does Meta's partner model work?
Meta's developer documentation (read 24 October 2026) describes two main kinds of partner. Solution Partners can extend a line of credit to clients and invoice them for usage. Tech Providers offer the same platform services but have no credit lines, so their clients add their own payment method with Meta after onboarding. Both onboard clients through Embedded Signup, a flow launched from the partner's own portal that creates the client's WhatsApp assets and grants the platform access to them.
Ask any platform you consider how messaging charges reach your client, because that decides what you are reselling and what you can mark up.
How do you set up a client, step by step?
- Create the client's workspace. Invite them, or let them sign up on your domain. Each client is separate from the others.
- Connect the number. The client signs in with Facebook through Meta's Embedded Signup inside your console and picks the number. Everything after that happens in your platform, with no trip to Meta's own tools.
- Write templates. Draft and submit them from the console; approvals and rejections arrive as notifications. Templates can be written in many languages, Arabic included.
- Build the agent. Load the client's website, price lists and FAQs into its knowledge base. It replies in 37 languages and hands over to staff when it cannot answer or the customer is upset.
- Set up the inbox. Staff see every conversation, take over with one click, and use saved replies and internal notes.
- Plan outreach. Broadcasts and drip sequences go only to consented audiences, and a one-word STOP is honoured before the agent ever runs.
What does Meta control that you don't?
- Template approval. Meta approves or rejects each template and its category: marketing, utility or authentication.
- Pricing. Meta has charged per delivered message since 1 July 2025, by category and the recipient's country, and it changes those rules from time to time. When a customer messages, a 24-hour customer service window opens.
- Messaging limits and quality. Meta decides how many people a number may message first, and rates each number's quality from how recipients respond.
- The green tick. It is a separate Meta review. Never promise a client a date for it.
How should you price WhatsApp for clients?
On ThinnestAI, WhatsApp is part of the usage we charge you for at our rates, and you set your own price on it, the same way you mark up voice minutes and AI replies. Clients can also buy a plan from you and set up automatic top-up so their agent never stops for want of credit. A Clients list shows each client's balance, plan and your earnings. Our own WhatsApp pricing is on the pricing page.
Price on what the client values: answered enquiries and bookings, not message counts. A salon in Dubai cares that every "are you open tomorrow?" gets a reply in seconds, not which category Meta put it in.
Things to settle before you sign a client
- Their current number. If it runs on the WhatsApp Business app today, agree with the client before you start how it will move to the API. Do not promise both on one number.
- Catalogues. Product catalogue messages are not offered; if a client sells from one, say so up front.
- Consent. Your client is responsible for having permission to message the people on its lists, and for following WhatsApp's policies.
- Voice as an upsell. The same agent can answer phone calls, so a WhatsApp client is one step from an AI receptionist.
Next step
The agencies page covers white label, WhatsApp Business API covers access in any country, and WhatsApp AI agent covers what the agent does. WhatsApp-first markets such as the UAE and India are often the easiest place to start.
