Lead qualification · Indonesia
How an AI agent qualifies leads in Indonesia
An AI agent qualifies a lead by asking the questions you put in its prompt, writing the answers into the call or chat record, and ending with a next step: a viewing booked, a callback scheduled or a handover to your team. Below are three made-up examples from Bali, Medan and Bandung, in Indonesian and English, followed by the questions that matter in Indonesia and the rules for following leads up by phone and WhatsApp.
Example 1 · Inbound call
Can the agent qualify a long-lease villa enquiry from a foreign caller?
Yes. It finds out the lease length, start date, household and budget range, does not quote a price of its own, and books a viewing through Cal.com. The caller above is hot: dates, budget and a viewing slot are all settled in one call.
- Name: Mark Hollis
- Need: Two-bedroom villa, 12-month lease
- Start: Early January
- Budget: Up to Rp 200 million a year
- Must have: Fast internet, desk space
- Contact: WhatsApp, +62 812 0000 0147
Example 2 · Outbound follow-up call
Can the agent call back a parent who asked for a call on a web form, and accept a "not now"?
Yes. It says who is calling and why, offers to stop, asks about the child and the subjects, and when the parent needs to talk to her husband first it schedules a callback instead of pushing. The lead is warm, not won, and that is a correct outcome. The conversation is in Indonesian.
- Parent: Bu Rina
- Student: Grade 9
- Subjects: Mathematics, science
- Goal: Senior high school entry
- Decision: Husband to be consulted
- Callback: Monday 16:00, Medan time
Example 3 · WhatsApp
Can the agent qualify a reseller enquiry on WhatsApp before the sales team spends time on it?
Yes. It asks where the person sells, how many pieces they want and by when, then hands a qualified reseller to a named colleague with the chat attached. The lead below is hot: a seller in Makassar with two years of experience and a first order of about 40 pieces. The conversation is in Indonesian.
- Name: Intan
- City: Makassar
- Sells on: Instagram, Tokopedia
- First order: About 40 pieces
- Experience: Two years
- Deadline: Before Ramadan
Questions to ask
What should the agent ask a lead in Indonesia?
You write these into the agent's prompt, in your own words and in your customers' language.
| Question | Why it matters here |
|---|---|
| Which city or area are you in? | Indonesia spans three time zones, so the answer decides when you may call, and whether you can serve the person at all: delivery to Makassar or a viewing in Canggu is a different job from one in Jakarta. |
| What do you need, and by when? | Urgency separates a buyer from a browser. A villa wanted from January, a class before the school year or stock before Ramadan is hot; just looking is not. |
| Is the decision yours, or will someone else be involved? | The person who fills in a form is often not the only person who decides, as the Medan parent shows. Asking early lets the agent schedule a second call with the right person instead of hearing that they will think about it. |
| What budget range or payment route do you have in mind? | Ask for a range, never an exact figure, and say the owner or your team confirms the price. For property it also shows whether the lead is paying cash, instalments or a mortgage (KPR), which changes your next step. |
| Which language and channel do you prefer? | Indonesian or English, a call or WhatsApp. Many Indonesian customers answer a WhatsApp message sooner than a phone call, and a foreign buyer in Bali may want English throughout. |
| May we send details on WhatsApp, and when should we call? | This records permission for the channel and the time in the lead's own words, which is what you will need if anyone later asks why you contacted them. |
Reading the outcome
Hot, warm or cold: what happens next.
The bands are the ones you describe in the prompt, then read off each call's outcome and transcript.
| Band | What it means | What you do next |
|---|---|---|
| Hot | The need, the timing and the budget fit, and the person can decide or has named who does: Mark Hollis in Canggu, Intan in Makassar. These bands are what you write into the agent's prompt and read from the outcome; there is no built-in lead score. | Book the viewing or hand the chat to a named person the same day, with the transcript attached. |
| Warm | Interested, but waiting for someone else's approval, another quote or a later date, like Bu Rina, who wants to speak to her husband first. | Keep the callback the agent scheduled, inside the hours you set, and send the details she agreed to receive on WhatsApp. |
| Cold | No need yet, the wrong area or service, a budget far below your range, or a request to stop. | Close politely, add anyone who asked to stop to your do-not-contact list, and do not message them again. |
The rules
What the rules say about following up a lead in Indonesia.
Consent, do-not-call lists, calling hours and recording are set by local law, and you are responsible for them.
A form that asks for a call: consent and the PDP Law
Law No. 27 of 2022 on Personal Data Protection is in force; its transition ended on 17 October 2024. Article 20 lists the lawful bases for processing, starting with the person's explicit, valid consent for specified purposes, and Article 21 says you must tell people the legal basis and the purpose. In practice, make the form say plainly who will contact the person, by phone or WhatsApp, and why. The implementing regulation, Government Regulation No. 33 of 2026, was promulgated on 16 July 2026 and takes effect on 16 January 2027. Press reports in September 2026 said the data protection agency had not been established. We read the law text as reproduced on Wikisource, and the regulation from an RSM Indonesia client alert dated 18 September 2026; we have not read the official texts. Whether a form request alone is a sufficient lawful basis for your business is a question for your adviser. Read the official text; not legal advice.
Marketing calls, calling hours and registers
For banks, lenders, insurers and other financial-services firms, the Financial Services Authority (OJK) regulation POJK 22/2023, in force from 22 December 2023, bars offering products through personal channels such as phone and SMS without the person's consent. The rule it replaced, POJK 6/POJK.07/2022, also limited such offers to 08:00 to 18:00, Monday to Saturday, local time, unless the person agrees otherwise. OJK's website was unreachable when we checked, so we have not confirmed that the hour limit carried over to the current regulation, and we read the consent rule in a legal-press summary. For ordinary businesses we did not find a national do-not-call register or a telemarketing rule from the communications ministry. That is not permission to cold-call. The platform does not screen numbers against any register and sets no calling window of its own: you keep your own do-not-contact list and set hours for each campaign on the called person's clock. The examples above call inside 08:00 to 18:00, Monday to Saturday, as a cautious choice. Read the official text; not legal advice.
WhatsApp and call recording
On WhatsApp, a person who messages you opens a 24-hour window in which you may reply freely; to write first, or after the window closes, you need an approved template, and marketing messages should go only to people who agreed to receive them (Meta's pricing documentation, read 25 October 2026). A one-word STOP is honoured and broadcasts go only to people marked as having consented. Recording is a per-agent switch, off by default. The sources we read did not settle how Indonesian law treats recording a call you are part of, so say in the opening line that the call is recorded and why, and ask counsel. We support region deployments for enterprise customers. Read the official text; not legal advice.

Local notes
What is different in Indonesia.
- Voice agents speak Indonesian, Malay and English, and the English voices include an Indonesian accent as well as American, British and Australian ones. Chat and WhatsApp replies run in 37 languages that include Indonesian but not Malay. Regional languages such as Javanese, Sundanese and Balinese are not available.
- WhatsApp is the main business channel. Leads from Instagram, ads and websites usually move to WhatsApp, so qualify there as well as by phone. Chats inside marketplaces such as Tokopedia are separate inboxes that the agent cannot read.
- Indonesia has three time zones: Jakarta and Medan are on Western time, Bali and Makassar one hour ahead. Set campaign hours on the called person's clock, and ask your own customers whether they prefer to avoid prayer times and the evening hours of Ramadan.
- Tone matters: Kak, Bapak and Ibu are the usual forms of address. Write the register you want into the agent's instructions and test it with real messages from your customers before going live.
