WhatsApp Error 131049: Why Your Marketing Messages Aren't Delivered
The campaign went out. A third of it came back with this:
"This message was not delivered to maintain healthy ecosystem engagement. (131049)"
The natural reading is that something is wrong with your account, your number or your provider. None of those. 131049 is WhatsApp limiting how many marketing messages one person receives — from every business, combined.
What WhatsApp is actually doing
WhatsApp decides, per person, how many marketing templates they'll receive in a period. It bases that on things like how often they read marketing messages and how busy their inbox is with friends, family and other businesses. Once someone is at their limit, further marketing messages to them aren't delivered and come back as 131049.
Three things follow from that:
- It isn't you. The person may have hit the limit on messages from other businesses entirely.
- It isn't the platform. Every WhatsApp provider gets the same 131049 from WhatsApp. Switching tools doesn't change it.
- It only applies to marketing. Utility messages — an order update, a booking confirmation, a ticket — aren't subject to it.
Why resending makes it worse
The instinct after a failed campaign is to send it again tomorrow. Meta warns against exactly that: repeatedly resending marketing to someone who's already at their limit can keep delivery to them unavailable for up to 24 hours. Four offers in two days to the same list is the textbook way to trigger it.
