WhatsApp Campaign Says "Sent" but Not "Delivered"? The Real Reasons

"Sent" means WhatsApp accepted the message. "Delivered" means it reached a phone. Everything interesting happens between the two, and a report that only shows the first is hiding the answer.

These are the reasons we see in practice, roughly in order of how often they come up. Each one has a code, and WhatsApp's own message tells you which you've got.

1. WhatsApp's marketing limit (131049)

The most common by far. WhatsApp limits how many marketing messages each person receives from all businesses combined. Wait at least 24 hours before marketing to them again, space campaigns out, and don't resend failed campaigns the next morning. The full story of 131049.

2. The picture or document couldn't be fetched (131053)

A template with an image, video or document header needs that file on every send — and WhatsApp fetches it from a link. If the link has expired, every recipient fails. Some platforms store a temporary link to your upload; it works while you test and stops a few hours later, which is why "it worked yesterday" is the classic symptom. 3. A payment problem on the account (131042)

"There is an error with the payment method." Meta charges your WhatsApp Business account for the messages it delivers, and couldn't. 4. The number can't receive it (131026)

6. It's been more than 24 hours (131047)

Free-form messages are only allowed within 24 hours of the person's last message to you. Outside that window, WhatsApp carries only approved templates.

Not a delivery failure, but asked just as often

WhatsApp shows your business name once Meta has approved your display name. Until then, people see the number. Approval is Meta's, can take a few days, and the name has to match your business. A new number's daily messaging limit also rises once the name is approved.

"Some people in my campaign were never contacted"

A careful platform won't message people it shouldn't: those who opted out, numbers on your do-not-contact list, and people WhatsApp limited in the last 24 hours. Each should come with its reason.

"Do I need consent for marketing?"

Yes. WhatsApp's policy requires people to have agreed to hear from you before you send them marketing. Utility messages about something they already have with you — an order, a booking — don't need marketing consent.
