Voice AI platforms compared, for Sri Lankan businesses

A Sri Lankan business should start with one check: the agent speaks English and Tamil but not Sinhala, by voice or chat. The other four are whether you can keep your number, which calling rules apply, how the Personal Data Protection Act is phased in, and how WhatsApp and billing work. Each check below gives the ThinnestAI answer, and a table then sets it against three developer platforms, with dated sources.

What to check

Five things to check before you choose, in Sri Lanka.

Sinhala, Tamil and EnglishSinhala is the first language of most people in Sri Lanka. English is widely used in tourism, private healthcare, exports and international schools, and Tamil is the main language in the north and east.Voice agents speak English and Tamil. Sinhala is not among the 50 voice languages or the 37 chat languages, and we promise no date. We claim the Tamil language, not a Sri Lankan or Indian accent of it. For callers who cannot continue, set the agent to take a name and number or to transfer to a person.Which of Sinhala, Tamil and English work by voice and by chat, and what does the agent do with a caller it cannot follow?
A number you can keepA hotel in Galle or Ella, or a tour operator in Kandy, takes calls from guests abroad who dial the number on the website and expect an answer.Put the number on your own Twilio, Telnyx or Plivo account, or forward calls to a number you hold there. We don't sell Sri Lankan numbers, and we have not verified which Sri Lankan numbers those providers can hold or port in, so forwarding is the simplest start. Transfer to a person works on Plivo and Telnyx numbers, not on an imported Twilio number. Can the agent answer the number my guests already ring, and how do I test it before I move anything?
Outbound calling rulesOn 25 October 2026 we could not confirm from an official source a Sri Lankan do-not-call register or a calling-hours rule for telemarketing. One industry report from 2020 mentions a free opt-out the telecoms regulator, TRCSL, directed for promotional texts; we could not confirm it covers calls. We state no Sri Lankan rule. The platform has no calling window of its own: you set hours per campaign on the called person's clock, keep your own do-not-contact list and call only people who asked to hear from you. It checks no register and holds no consent record. Ask your adviser and TRCSL first. Can I stop calls outside the hours I set, and what do you check before a campaign runs?
The Personal Data Protection ActReports we read say a Gazette of 22 July 2026 sets 1 January 2027 for sections 2 and 3 of the Personal Data Protection Act, No. 9 of 2022, and for Part I and Part III, which include duties of controllers and the rules on sending data abroad. A law-firm note says the data-subject rights and the enforcement parts are not in that order.Recording is a per-agent switch that stays off until you turn it on, and we found no verified Sri Lankan recording rule, so tell callers if you record. We support region deployments for enterprise customers, and we make no claim that the product meets the Act. Ask your adviser, and read the privacy policy. Is recording off by default, and what do you give me in writing for the Act's rules on sending data abroad?
WhatsApp and billingA guest or buyer abroad often writes before they ring, and a missed message is as costly as a missed call. The same agent answers the phone, WhatsApp, website chat and Telegram and remembers each customer across them. A Sinhala message goes to your team in the shared inbox. Billing is in US dollars by card; there is no rupee billing.Does WhatsApp run through the same agent and inbox, and what currency are invoices in?

Other options

Other kinds of supplier in Sri Lanka.

Kinds of supplier, not companies. Each is the right call for someone.

A Sinhala-speaking answering service

Staff who speak Sinhala, Tamil and English can answer for a hotel, clinic or exporter and judge a worried caller. It is the better call when most of your callers speak Sinhala. It cannot take many calls at once or work through a list of leads.

A local phone-system supplier

A telephone supplier can hold your Sri Lankan number, route calls to staff and play a menu or voicemail. That is simple to start with and works in any language your staff speak. It does not understand a question or leave you a transcript to read.

A custom build for Sinhala

A software team can join speech, language and telephony parts into an agent for Sinhala, if the parts it picks handle that language. That buys control and costs build time and testing, and each part is billed and supported by its own supplier.

Plainly

Who should pick what.

ThinnestAI fits when

  • Your callers speak English or Tamil, for example guests and buyers abroad or Tamil-speaking customers in the north and east.
  • You want the phone and WhatsApp handled by one agent with one history of each customer, and a shared inbox where your staff take over.
  • You are a small hotel, clinic or tour operator that needs a managed product, with a call log and campaigns whose hours you set.

Something else fits better when

  • Most of your callers speak Sinhala. This product is not the right fit today; use a staffed service or your own staff.
  • Your customers write on WhatsApp in Sinhala and you want the agent to answer them. Messages in Sinhala go to your team in the shared inbox instead.
  • A procurement team asks for a certificate we do not claim, or every caller needs a person from the first word.

Questions

Common questions.

Does the agent speak Sinhala?

+
No. Voice agents speak English and Tamil. Sinhala is not supported by voice or chat, and we promise no date. If you need it, write to hello@thinnest.ai and read our answer before you plan around it.

Do the other platforms sell Sri Lankan numbers?

+
Read on 25 October 2026 in their own documentation: Retell sells numbers in the US and Canada only; Bland sells for the US and Canada and says to contact support elsewhere; Vapi's free numbers use US area codes. For a +94 number you bring one from a carrier account, or forward calls to one, as you do with us.

Is there a do-not-call register in Sri Lanka?

+
We could not confirm one from an official source on 25 October 2026, and we state no calling-hours rule. The agent checks no register. Ask your adviser and the telecoms regulator, TRCSL, before an outbound sales campaign, and call only people who asked to hear from you.

Do you bill in Sri Lankan rupees?

+
No. Sri Lanka is an international workspace, billed in US dollars by card, and your bank converts the charge. Prices are on our pricing page; work out a sample month first.
