How Do You Get WhatsApp Message Templates Approved?

Short answer: choose the honest category (marketing, utility or authentication), write a specific message that a customer would expect from you, use numbered variables that sit inside sentences with sample values supplied, and avoid the formatting faults on Meta's rejection list. Meta reviews every new or edited template and says a decision can take up to 24 hours. If it is rejected, fix the stated reason and resubmit, or appeal with a sample.

Why templates exist at all

Meta's template documentation says template messages are the only messages you can send to someone outside a customer service window, the 24 hours after they last messaged or called you. Reminders, delivery updates, campaigns and re-engagement all need one. Only templates with an approved status can be sent.

Step 1: Pick the category you can defend

  • Utility: non-promotional, and either triggered by the customer's action or request, or essential to them. "Your order 2290 is confirmed. We'll message you when it ships."
  • Marketing: anything that promotes, sells, re-engages or offers a discount. "Thanks for your last order. Here's 15% off your next one."
  • Authentication: one-time passcodes only.

Mixed content counts as marketing. Meta's categorisation guide uses exactly that example: an order update with a promotion attached. Since April 2025, a template submitted as utility that Meta judges to be marketing is approved as marketing from the start, and approved templates found in the wrong category are moved, with no advance notice for businesses that have had a misuse warning. You can appeal a category change within 60 days.

Step 2: Get the variables right

Most rejections we see are mechanical. Meta's template review page lists these causes:

  • Variables missing, or with mismatched curly braces
  • Variables containing special characters such as #, the dollar sign or %
  • Variables not numbered in sequence
  • Too many variables for the length of the message
  • A message that starts or ends with a variable

Compare these two:

Likely rejectedLikely approved
{{1}}, your {{2}} {{3}}Hi {{1}}, your table for {{2}} is booked for {{3}}. Reply here if you need to change it.
Update: {{1}}Your repair for order {{1}} is ready to collect from our {{2}} branch.

Always include sample values. Meta requires them for templates with variables, and they show the reviewer what the customer will see.

Step 3: Check the content against the policies

Meta also rejects templates that break the WhatsApp Business Messaging or Commerce policies, that ask for sensitive identifiers such as full card numbers or national ID numbers, or that read as threatening. A collections message that threatens legal action is a typical failure. Templates that duplicate an existing one are rejected too, and the body has character and emoji limits that depend on the template's format.

Step 4: Write it like a message, not an advert

  • Name your business in the first line if the display name might not make it obvious.
  • Say why the customer is getting it: "because you booked with us", "because you ordered".
  • Give one clear action, such as a quick-reply button, rather than three links.
  • For marketing, offer a way out: a "Stop promotions" button or the word STOP.

A 60-second check before you submit

  • Would a customer recognise why they got this, from the first line alone?
  • Is the category the one you would defend if Meta asked, with nothing promotional inside a utility template?
  • Does every variable sit inside a sentence, numbered in order, with a realistic sample value?
  • Is the wording different enough from your existing templates not to count as a duplicate?
  • Does it avoid asking for card numbers, passwords or ID numbers?

What if it is rejected?

  1. Read the reason. Meta sends the rejection reason and shows it in Business Support Home.
  2. Fix the cause, usually a variable or the category, and resubmit as an edit.
  3. Appeal if you believe the decision is wrong. Meta says appeals must include a sample and are decided within 24 hours.

After approval: templates can still be paused

Approval is not permanent. Meta tracks each template's quality from how recipients react, and a template people block or report can be paused or disabled. Send it to people who opted in and expect it, and watch the first sends before scaling up. If a number's quality drops, read why WhatsApp numbers get restricted.

Doing it in ThinnestAI

You write templates in the console, in any language your customers read, including Arabic, and send them to Meta for review from there. Approval or rejection arrives as a notification, and approved templates are ready for broadcasts, sequences and the messaging API. See WhatsApp broadcasts and WhatsApp automation.

FAQ

Frequently Asked Questions

How long does WhatsApp template approval take?

+
Meta says a decision can take up to 24 hours, and the same for an appeal.

Can a template start with the customer's name as a variable?

+
No. A template cannot start or end with a variable. Put a word before it, such as Hi {{1}}.

Why was my utility template approved as marketing?

+
Since April 2025, Meta approves a template as marketing if it judges the content promotional, even if you submitted it as utility. Remove the promotional part, or appeal the category.

How many templates can I have?

+
Meta allows 250 per account while your business portfolio is unverified, and up to 6,000 once it is verified with an approved display name. You can create up to 100 in an hour.

Can an approved template stop working?

+
Yes. Meta can pause or disable a template whose recipients block or report it. Re-categorisation can also change how it is priced.
